10 Criteria for E-Learning Quality: A Practical Framework

How do you evaluate the quality of an e-learning program? Not by impression — but by measurable criteria. In this article, I present a ten-pillar framework I've developed and applied across educational and training institutions.

Why Do We Need a Quality Framework?

Many institutions launch e-learning programs without a clear quality framework. The result: significant variation between programs, difficulty gaining accreditation, and learner dissatisfaction. A quality framework is not bureaucracy — it is a continuous improvement tool.

The Ten Criteria

1. Instructional Design

Is the program built on a clear design methodology (ADDIE, SAM)? Are the objectives measurable? Is the sequence logical? Evaluation: Review the design plan and verify SMART objectives are present.

2. Content Quality

Is the content accurate and up to date? Does it use varied media (text, video, interactive)? Is the language clear and precise? Evaluation: Review content from 3 units and check information accuracy.

3. Interactivity

Are there interactive activities (quizzes, simulations, discussions)? Is the learner active, not passive? Evaluation: Count interactive activities per learning hour (recommended: at least one activity every 15 minutes).

4. Assessment

Does assessment align with objectives? Is it varied (formative + summative)? Is there AI-powered smart assessment? Evaluation: Review the assessment plan and test a sample of questions.

5. Technology

Is the platform stable? Does it work on mobile? Is load time acceptable? Evaluation: Test on 3 devices and measure PageSpeed.

6. Technical and Academic Support

Is fast technical support available? Is the instructor accessible for academic questions? Evaluation: Measure response time and survey learners on support satisfaction.

7. Accessibility

Is content accessible for learners with disabilities? Are video captions provided? Is contrast sufficient? Evaluation: WCAG 2.1 Level AA compliance check.

8. Impact

Does the program achieve its objectives? Has learner performance improved? Evaluation: Pre/post measurement, completion rate, and learner satisfaction.

9. Governance

Are clear policies in place (privacy, intellectual property, grading)? Are roles defined? Evaluation: Review policy documents and conduct management interviews.

10. Sustainability

Is the program updatable? Is there internal capacity to manage it? Evaluation: Review the update plan and internal team training records.

How to Use This Framework?

Do not apply all ten criteria at once. Start with 3 core criteria (design, content, impact), measure them, improve them, then add the rest gradually. The framework is a continuous improvement tool, not a one-time checklist.
